UAE’s Bold AI Push: Government Plans to Hand Over 50% Operations to Autonomous Systems

The UAE has announced a groundbreaking plan to let AI agents manage over half of its government operations within 24 months, reshaping global governance.
In a move that could redefine governance worldwide, the United Arab Emirates has announced an ambitious plan to transform how governments function by integrating advanced artificial intelligence into its core operations. The initiative aims to ensure that within the next two years, more than half of all government activities will be managed by autonomous AI systems, often referred to as “Agentic AI.”
This announcement was made by Dubai’s ruler and UAE Vice President Sheikh Mohammed bin Rashid Al Maktoum, who emphasized that the country is entering a new era where AI is not just a supporting tool but a central decision-making partner.
From Tool to Decision-Maker
According to Sheikh Mohammed, artificial intelligence has evolved far beyond its traditional role of processing data or assisting with routine tasks. He described modern AI systems as capable of analyzing complex situations, making decisions, executing them, and continuously improving in real time.
This shift marks a transition from “assistive AI” to “agentic AI,” where machines can independently handle workflows that previously required human intervention. In practical terms, this means that AI will not only process files but also determine outcomes, recommend policies, and even implement decisions across departments.
A New Model of Governance
The UAE government plans to introduce a completely new operational model under the directive of the country’s leadership. Over the next 24 months, at least 50% of federal services, administrative processes, and operational systems will be transitioned to AI-driven frameworks.
This transformation is expected to significantly enhance efficiency, reduce bureaucratic delays, and improve service delivery. Officials believe that AI can process information faster, reduce errors, and ensure consistent decision-making across various sectors.
The initiative positions the UAE as a global pioneer in AI governance, potentially setting a benchmark that other nations may follow in the coming years.
Strict Timeline and Performance Metrics
Unlike many long-term digital transformation plans, the UAE has set a strict and aggressive timeline for implementation. Government departments will be evaluated based on how effectively and quickly they adopt AI technologies.
